The Ministry of Education (MOE) provides financial assistance to needy Singapore Citizen students to pay for essential school expenses such as school fees and miscellaneous fees. 

The MOE FAS application for 2023 is open to Singaporean students in financial need. Please see the attached pamphlet for more information on the eligibility criteria and benefits. You may use the eligibility calculator at the link below to check on your child's eligibility.

 From 1 January 2023, Singapore Citizen students from households with gross monthly household income (GHI) of $3,000 and below, or per capita income (PCI) of $750 and below, will be eligible for the MOE FAS.

Hardcopy Application Form

You may download the attached MOE FAS application form or collect a hardcopy from the school.

Online Application for FAS (eFAS)

Application can also be via eFAS form at the link below. For application through eFAS form, please note that softcopy supporting documents must be prepared in advance. The attached eUser Guide provides step-by-step instructions on eFAS application.

Points to Note:

Please note that application via hardcopy form is required for family:

a. with other dependents (Great grandparents, Aunties/Uncles Cousins and others); or

b. with more than 5 children; or

c. with more than 4 unmarried children; or

d. with more than 3 grandparents in the household.

Parents’ whose child is a ComCare recipient need not submit the application for MOE FAS as MOE FAS will be auto-granted to ComCare beneficiaries.

 College-Based Financial Assistance Scheme

Your child will be considered for the College-Based Financial Assistance Scheme if they are not eligible for MOE FAS.  The eligibility criteria for College-Based FAS is as follows:

a.  Your child must be a Singapore Citizen

b.  Your family's GHI does not exceed $4,000 per month or PCI does not exceed $1,100 per month
