In 1863, Germany is not a country but a confederation of thirty-nine separate states loosely led by Austria. Prussia believes Germany should be one nation, and that Prussia should lead it. This committee is the council of advisors to King Wilhelm I of Prussia: ministers, generals, and diplomats. Over the next eight years, delegates will navigate disputes between the German states and the reactions of France, Britain, and Russia. Three wars stand between Prussia and a unified Germany, and managing them--in war and in diplomacy--will be a central part of the committee's work. The decisions made here will determine whether Germany is unified under Prussia, under Austria, or remains divided.
