The Department’s Recruitment, Selection, and Placement (RSP) process is anchored on two (2) main issuances: DSWD Administrative Order No. 12, Series of 2020 or the Revised Merit Selection Plan, duly approved by the Civil Service Commission (CSC), and DSWD Administrative Order No. 15, Series of 2023 or the New Employee Onboarding Program.
Through these policies, the Department is able to facilitate a hiring process that is characterized by strict adherence to the merit, fitness, equality/fairness and transparency principles in the selection of best qualified and most competent candidates for appointment to the positions in the DSWD, and an onboarding process that prepares, assimilates, and engages new employees to the organization and into their respective offices, which in turn shall contribute excellence to job performance and employee satisfaction, lower the turnover rate, and provide a venue for regular feedback, job performance, and results.
During the HIRING PROCESS, applicants for career positions mainly undergo the following hurdles:
#1. Applicants must submit complete requirements and meet the CSC minimum qualification standards of the position applied for.
#2. Applicants will be evaluated based on the preferred qualification standards as prescribed by the hiring office.
#3. Initial shortlisted applicants shall be invited to take the pre-qualifying examination and the technical examination.
#4. After the examination, applicants shall be invited for a panel interview with the hiring office.
#5. Once all the assessment procedures have been completed, only the top five (5) highest ranking candidates that met the prescribed cutoff score shall be included in the final shortlist.
#6. The final shortlisted applicants shall be endorsed to the Appointing Authority for selection of the most suitable candidate for the vacant position.

You will now undergo the Onboarding Program of the Department,
which comprises of the following five (5) major milestones during a period of about six (6) months:
First Milestone: Upon issuance of your appointment, an HR orientation will be conducted once you acknowledge your appointment, wherein the Welcome Kit will be provided to you.
Second Milestone: Activities under this milestone include your assumption to duty, oath of office, orientation on office mandates and internal policies, briefing of duties and responsibilities, agency tour, and others. This milestone also coincides with the First Phase of the DSWD Strategic Performance Management System (DSPMS), Planning and Commitment.
Third Milestone: The appointee shall submit their initial salary requirements and attend the agency orientation. This is where the Second Phase of the DSPMS occurs, Monitoring and Coaching.
Fourth Milestone: This penultimate milestone is crucial to the determination of whether the new employee has performed their functions adequately. We will ascertain, through the Third Phase of the DSPMS, Performance Review and Evaluation, if the new employee has sufficiently met their performance targets or if there is room for improvement and development.
Fifth Milestone: If the new employee was able to successfully complete the onboarding program, they will be acknowledged with a Certificate of Completion signed by the Undersecretary in-charge for Human Resource Management and with an announcement during the flag ceremony as on-the-spot PRAISE recognition. However, if there are performance gaps noted during the previous phase, you will be referred to the Learning and Development Division for intervention.
