The Department of Social Welfare and Development (DSWD) Central Office received the Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME-HRM) Bronze Award from the Civil Service Commission-National Capital Region (CSC-NCR) last 14 April 2023 in Diliman, Quezon City. Receiving the award on behalf of DSWD Secretary Rex Gatchalian were Assistant Secretary Irene Dumlao and DSWD HRMDS then Officer-in-Charge Jennifer Rizo.
The PRIME-HRM Bronze Award was bestowed to DSWD-CO for meeting the Maturity Level 2 Indicators in the four core HRM Systems: Recruitment, Selection and Placement, Performance Management, Learning and Development, and Rewards and Recognition.
The DSWD-CO started its PRIME-HRM journey in 2018 through the assistance of the DSWD top management and the efforts of its Human Resource Management and Development Service (HRMDS).
The DSWD remains committed to improving its overall human resource management systems and processes to ensure efficient and effective delivery of social protection services to poor, vulnerable, disadvantaged Filipinos.

This significant milestone is more than just a recognition; it is a concrete victory for the principles of meritocracy and excellence that the DSWD advocates for in public service. The Central Office recognizes the immense effort and dedication of the MIMAROPA Field Office through the leadership of Director Leonardo C. Reynoso, CESO III and Ms. Genevive M. Berdin, Officer-In-Charge of the Human Resources Management and Development Division (HRMDD), in embedding robust, process-defined systems across all core HR areas.
