DSWD Competency Enhancement Project Phase 1
The Human Resource Management and Development Service (HRMDS) has embarked on the DSWD Competency Enhancement Project that aims to revisit and enhance the DSWD Competency Framework; expand the competency tables, dictionaries, and tools; and implement a competency-based HR system.
Phase 1 of the project covered 8 offices, namely HRMDS. Administrative Service, Legal Service, Financial Management Service, Policy Development and Planning Bureau, Program Management Bureau. Social Technology Bureau and Standards Bureau.
Series of focus group discussions were conducted with the participating OBSUs to analyze the key results areas of their offices and the functions of the incumbents. This resulted in the development of the Enhanced Competency Manual.
DSWD Competency Enhancement Project Phase 2
As a continuation of the project, Phase 2 covered the Internal Audit Service, Information and Communications Technology Management Service, Traditional Media Service, Digital Media Service, and Agency Operations Service. Likewise, it covered the administrative positions namely Administrative Aides, Administrative Assistants, Senior Administrative Assistants, and Executive Assistants.
Phase 2 produced the competency dialogue of the covered offices and positions as well as the position profiles and competency-based job descriptions. A Competency and Performance Assessment Tool was also developed.
