ABSTRACT
Background. This study aimed to identify the challenge in the accomplishment of Adopt–A–School Program reports of the school coordinators in the Division of Tayabas City. Specifically, it sought to answer the following questions: (1) What is the demographic profile of the respondents in terms of Age, Sex, Civil Status, Position/ Designation, Length of Service as ASP Coordinator, Number of Training for ASP, School Distance from SDO and Number of Ancillary Services; (2) What are the challenges of the school coordinators in the accomplishment of Adopt-A-School Program Report in terms of workloads, document keeping, ASP report accomplishment and monitoring and school-based validation; (3)Based on the findings of this study, what mechanism can be proposed by the researcher to further enhance facilitation of the Adopt-A-School Program Report?
Objectives. This study utilized both descriptive survey and descriptive evaluative method as research designs. It was carried out by gathering data through validated online questionnaire. It also utilized mixed method since it will seek to numerically discuss the challenges of the school coordinators in the accomplishment of the ASP reports and then validates these answers through focus group discussion for the specification of the challenges.
Methods. The findings revealed that ASP school coordinators in the Division of Tayabas City are mostly from 24 – 44 years old which is 72.22%, females which is 83.33%, married which is 80.55%, Teacher I which is 52.78%, 1- 3 years in service which is 66.67%, with only two (2) trainings which is 52.78%, school distance from SDO is above 3 kilometers which is 61.11%, and have two (2) ancillary services which is of 22.22%.
When it comes to workload/s, ASP coordinators agreed that number of reports based on number of ancillary service/s to be submitted is a challenge with the highest weighted arithmetic mean of 3.25% and a verbal description of difficult. With regards to document keeping, the highest weighted arithmetic mean is 2.81% with a verbal description of difficult and respondents agreed that “there is no existing time allotment for filing and storing ASP reports”. As to the SPDS accomplishment, the highest weighted arithmetic mean is 2.78%. They believe that “there is difficulty with internet connections” and has verbal description of difficult. In terms of monitoring and school-based validation, the school coordinators agreed “there is no regular meeting of the Steering Committee on the ASP accomplishment and target updates” with a weighted arithmetic mean of 2.64 and a verbal description of less difficult.
Results. Study results revealed no significant difference in the challenges encountered by the respondents when they are grouped according to their age, sex, position, length of service, number of trainings, school distance from SDO, and number of ancillary services. The decision was to reject all the null hypotheses. At the same time, there is a significant difference in the challenges encountered by the respondents when they are grouped according to civil status. ASP school coordinators are affected by civil status in accomplishing ASP reports. Based on the findings of the study, a proposed division mechanism entitled “Division Partnership Online Submission Mechanism" is a process mechanism for implementation of ASP from the designation of coordinatorship, document keeping, ASP report accomplishment, and monitoring and school-based validation and division online checking of all public elementary and secondary schools may be utilized.
Based on the findings and analysis of the study, it was recommended that the Division Focal Person must provide shadowing of the current ASP school coordinators to the prospective new school coordinator for the Adopt-A-School Program must be a mandatory requirement before the turnover of the coordinator ship, encourage school heads to adhere to the 6 hours a day teaching loads of the ASP school coordinators as stated in the Regional Memorandum No. DepEd-4A-01B-RM-18-550 entitled "Measures to Enhance Teachers' Welfare in CALABARZON Public School.", Suggest utilization of the School coordinators' demographic profiles in the Deployment and transfer of teachers in the Schools Division of Tayabas City in the Human Resource Management Office and provide annual capacity building and regular periodic updating of the school coordinators. As for the Regional Partnership Focal Person, presentation the findings on the challenges encountered by the school coordinators in the accomplishment of the ASP reports to the Chief of the School Governance and Operations Division as well as the EXECOM or Executive Committee during their management meetings, utilization of findings as baseline data for the policy recommendations and continuous improvement. School Heads must craft of local policy such as the provision of qualification requirements for the Adopt-A-School Program coordinators using the findings on the significant relationship between the challenges encountered by the school coordinators and their demographic profile as basis. While ASP School Coordinators must utilize the Division Partnership Online Submission Mechanism or the process manual on the designation of the coordinatorship, document keeping, DPDS report accomplishment, and monitoring and school-based validation to facilitate accomplishment of reports.
