The City Schools Division of Tayabas, in collaboration with the Tayabas Community Multi-Purpose Cooperative (TCMC), held a Turn Over Ceremony for more than 490 books and bookshelves to be distributed across ten (10) barangays and schools on March 5, 2022. This event marked a significant step in strengthening literacy advocacy within the city.
The distribution was part of Project LIBLIFE, an initiative aimed at expanding library services through the establishment of Community Library Hubs in every barangay. This project aligns with the vision of bringing libraries closer to the homes of learners, especially during the challenges of the COVID-19 pandemic.
Key attendees included:
Five (5) SDO (Schools Division Office) personnel
Twelve (12) TCMC Board of Directors
Nine (9) Barangay officials
Six (6) school heads
Eight (8) public school teachers
The project was spearheaded by Ms. Edna E. Eclavea, the Division Librarian, with support from Mrs. Generosa F. Zubieta, EPS-LRMDS, and Mr. Ermelo A. Escobinas, Project Development Officer II. The program’s primary goal is to provide innovative library services that are responsive to the needs of learners in the "New Normal." Through donations, this initiative ensures that all extension libraries in barangays are well-equipped with essential reading and learning materials.
By making library services more accessible to the communities, especially in a time when traditional schooling has been disrupted, Project LIBLIFE supports the continued education and development of students even in remote areas.
PROVISION OF SUPPORT IN THE ESTABLISHMENT AND EXTENSION OF SCHOOL LIBRARY THRU THE PROJECT LIBLIFE IN 66 BARANGAY
MC No. 2017-95 outlines the establishment of Information and Reading Centers nationwide, pursuant to Section 17 of the Local Government Code of 1991 and Section 2 of Republic Act No. 7743, which mandates the creation of Congressional, City, and Municipal Libraries, as well as Barangay Reading Centers across the Philippines. This law emphasizes the importance of accessible libraries and reading facilities in every local government unit, with the aim of improving literacy and education at the grassroots level.
In compliance with these laws, local chief executives are reminded to ensure that Punong Barangays (Barangay Captains) meet the requirements for establishing these reading centers and libraries. The Department of Education (DepEd) in the City of Tayabas has called upon various local stakeholders, including the LGU-City Public Library, the ABC President (Association of Barangay Captains), and School Head Presidents, to assist in the establishment and extension of school libraries in the city.
In particular, the LIBLIFE Project will play a key role in extending school libraries to all 66 barangays in Tayabas. This collaborative effort aims to ensure that library services are accessible in every barangay, strengthening educational support for learners in all areas. By working together with local government units (LGUs) and education leaders, this initiative will contribute to meeting the literacy needs of the community, supporting both the local governance mandate and the goals of the Department of Education.
Through these efforts, the City of Tayabas seeks to enhance literacy programs, improve access to books and reading materials, and ensure that the library services meet the educational needs of all learners in the New Normal.

DISTRIBUTION OF LAPTOP
Republic Act No. 8525, also known as the "Adopt-A-School Program", was enacted to encourage private sector involvement in the enhancement of public education in the Philippines, particularly in underserved and poverty-stricken areas. The law provides incentives to private companies, organizations, and individuals who support public schools, aiming to improve educational quality by addressing gaps in resources, facilities, and services.
One such initiative under this program is the “Bawat Paaralan May LibLIFE” project, which focuses on improving the educational experience by enhancing school libraries and learning resources. This project aims to provide critical support for schools that have an established library, helping to strengthen access to information, foster reading, and improve literacy skills among students.
As part of this initiative, laptops will be donated to 20 selected school coordinators in the City Schools Division of Tayabas, who have successfully established a school library. This donation will help these coordinators better manage library services, expand digital learning opportunities, and enhance the overall educational environment within their respective schools.
The “Bawat Paaralan May LibLIFE” project highlights the collaboration between the Department of Education (DepEd) and the private sector in the effort to provide better learning facilities and resources, empowering school coordinators and educators to foster a more innovative and engaging learning experience for students in the City of Tayabas. The initiative aligns with the broader goals of Republic Act No. 8525 by encouraging partnerships that directly benefit public schools and their communities, ensuring that education is accessible, sustainable, and of higher quality.
