A School – Based Reading and Numeracy Program
Project BACLAY (Building Alternative and Comprehensive Learning Activities for the Young) is designed to address gaps in foundational literacy and numeracy skills among learners. The activity supports the Department of Education’s 5 – Point Reform Agenda (OUTCOME 4: High Quality of Education) by enhancing learning outcomes, promoting inclusive education, and strengthening teachers’ capacity to deliver targeted interventions. It addresses both operational needs such as implementing school-based remedial programs and monitoring learner progress and learning needs including reading fluency, comprehension, and basic arithmetic skills. Through systematic implementation, monitoring, and continuous improvement, the school-based reading and numeracy program aims to strengthen foundational literacy and numeracy skills and ensure that no learner is left behind.
