IDS is ready to start transitioning members to FedEx; however, we understand that this change may take longer for some libraries.
All full member libraries will transition to FedEx by December 31, 2026 with a goal of moving 25-30 libraries per quarter so IDS receives additional supports from FedEx. The quarters are:
2025 2nd Quarter - April to June 2025
2025 3rd Quarter - July to September 2025
2025 4th Quarter - October to December 2025
2026 1st Quarter - January - March 2026
2026 2nd Quarter - April to June 2026
2026 3rd Quarter - July to September 2026
2026 4th Quarter - October to December 2026
The sooner that all member libraries transition, the sooner that IDS realizes our anticipated cost savings.
IDS does not have a direct agreement with UPS. We operate under a nationwide agreement coordinated by NASPO. NASPO's agreement with UPS expires on 11/17/2026.
IDS does not have a direct agreement with FedEx. We operate under a nationwide agreement organized by the OMNIA Partnership. The agreement is currently being renegotiated.
No, there are no exclusivity clauses in either agreement. IDS can continue to ship with both UPS and FedEx, allowing our members to transition to FedEx at a pace that is logistically convenient and comfortable for them.
No, all IDS guidelines and rules remain the same under the current FedEx agreement.
For example, when IDS first engaged with FedEx in 2023, their initial offer included a daily pickup fee for each member library—an option IDS declined. It wasn’t until FedEx presented a revised agreement with free daily pickup that IDS chose to move forward with a pilot.
IDS remains committed to providing the same level of service while working to control shipping costs through FedEx.
Yes. We want members to transition to FedEx at a pace that works best for them, both logistically and comfortably. Once your FedEx account and software are set up, you can start gradually—for example, shipping 5 packages with FedEx the first week, 10 the next—until you're ready to make a full transition. You may continue to use UPS until you make the full transition.
Yes, residential is still an option along with pre-printed return labels.
There have been no changes to the membership categories. These decisions will be made by the Board of Directors based on the financial and shipping data over the next 2-3 years.
