The Bicol University Polangui Campus (BUPC), formerly the School for Philippine Craftsmen (SPC) was established by virtue of RA 1913 and RA 1900 sponsored by the late Senator Pedro Sabido on June 1, 1959. SPC became the pilot school in Home Industries offering short-term courses to the underprivileged people, the out-of-school youth and unemployed adults. It was under the term of Dr. Rocely A. Fonacier when SPC was integrated to Bicol University in December 14, 2000 by virtue of RA 8292, GAA of FY 2000 and RA 8760 through the efforts of Congressman Jose Maria Clemente Sarte Salceda. From 2001 until early 2017, Dr. Arnulfo P. Malinis served as the College Dean. He was succeeded by Dr. Ma. Merlie R. Arbo in April 2017.
Acquisition records showed that books in the SPC Library were acquired starting in 1974. From only more than 300 volumes of college books in 1986, the collection grew to 2,524 volumes in 2000 upon its integration to Bicol University. However, Typhoon Reming in 2006 brought great damage to the books, AV materials and compiled newspapers of the library.
At present, the Polangui Campus Library is on its third site located on the second floor of the Salceda Building. It occupies two big rooms: the Circulation and Reading Area on the first room while the second room houses the General References, Periodicals and Theses collections. The present holdings of the library are at more than 6,000 volumes of books.
The SPC Library was formerly managed by the following: Ms. Angeles S. Calaycay, Mrs. Aurora Mojar Monjardin, and Mrs. Salvacion P. Amante. Thereafter, Mr. Edwin SJ De Duque and Mrs. Amante each took over as head librarians.
