The Bicol University Library System (BULS) traces its history along with the creation of Bicol University. In June 29, 1969, by virtue of Republic Act 5521, Bicol University was established as the state university of the Bicol Region. The Act provided for the conversion of different schools to form the integral units of the University namely: Bicol Teachers College (BTC) with its laboratory school (now BU College of Education with an Integrated Laboratory School - Elementary and High School Department), Daraga East Central School (initially renamed BU Pilot Elementary School and is now fused with BUCE Integrated Laboratory School), Albay High School (now BUCE- Integrated Laboratory School High School Department), Bicol Regional School of the Arts and Trades (now the College of Industrial Technology and the College of Engineering), Roxas Memorial Agricultural School (now known as the College of Agriculture and Forestry in Guinobatan), School of Fisheries (now BU Tabaco Campus), and the School for Philippine Craftsmen (now BU Polangui Campus). The collection of books and other information resources of the Bicol Teachers College formed the core collection of the now called, University Library, which was then housed at the College of Education. In 1984, the collection was transferred at the second floor of the BU Multi-Purpose building, and was formally opened to the students in 1986. It was first named General Library and adjacent to it is a separate Graduate School Library. At present, the University Library houses a collection of more than 10,000 volumes of books along with other print and non-print materials. It also serves as the service college library of the colleges of Arts and Letters, Science, Education, and the Institute of Physical Education and Recreation as well as the Graduate School. In October 5, 2016, the library administration’s goal to have a separate building finally became a reality as the groundbreaking ceremony for the construction of the new building was held. Alongside the subsequent transfer of the University Library to their new building, Administrative Order No. 326, series of 2018 was issued initiating the merging of the BUCE College Library with the University Library due to its proximity in the Main Campus. Only the Children’s and the BUCEILS-High School libraries were retained in the College of Education. Moreover, due to the physical condition of the Daraga Campus Library building, the library holdings were temporarily housed at the University Library. To date, the new three-storey university library building located at the back of the University Grandstand houses the collections of the former University Library, College of Education library and Daraga Campus library.
The Daraga Campus library, from the time it was called as the College of Arts and Sciences Library, until it was integrated with the University Library, was headed by Ms. Imelda Y. Peralta. Upon its transfer to the University Library, Ms. Gene Altavano took charge of the collection.
The former College of Education Library were headed by the following librarians: Mr. Edwin De Duque, Mrs. Alecia Mirabel, Mrs. Ronabeth Fider, and Mrs. Fleurdeliz H. Mirabona. On the other hand, the following served as University Librarians: Ms. Araceli S. Ante, Ms. Exaltacion Resontoc, Mrs. Hermelita Antivola, Ms. Benilda Yap, and Ms. Neria E. Gomez. Prior to the term of Ms. Ante, Mr. Fernando Obungin served as Property Custodian of the library. Meanwhile, Ms. Gomez was succeeded by Mrs. Ma. Victoria M. Olaguer. After the term of Mrs. Olaguer in 2020, Ms. Glenda Aurora S. Julianda was appointed as OIC.
