Any Baltimore City Public School can become a member of ASCBC. ASCBC member schools:
Attend General Assembly meetings, where students receive leadership training, conduct legislative business, coordinate priorities for student advocacy, and meet student leaders from across Baltimore.
Prepare student leaders to run for elected officer positions in ASCBC and MASC (Maryland Association of Student Councils).
Receive support, training, and resources for the SGA and SGA Advisor.
Receive financial and logistical support from City Schools to register and transport student leaders to MASC conferences, including an annual overnight Convention in Ocean City.
Membership in ASCBC is free to all City Schools. Schools must renew their membership annually.
ASCBC member schools are responsible for:

Promoting annual Student Commissioner and ASCBC elections at their school.
A school's number of delegates is based on enrollment. Under ASCBC's Constitution, only delegates may vote in ASCBC's General Assemblies, including the Nominating Convention and legislation. Additional students may be permitted to attend ASCBC's General Assemblies at the discretion of the Regional Advisor.
