California Commission on Teacher Credentialing (CTC)

The CTC is the state agency that is responsible for ensuring that those who educate the children of California are academically and professionally prepared. Visit this site for information regarding CTC services, credentialing laws and regulations, and state requirements for obtaining and renewing a California credential.

Certificate of Clearance

All students in the School of Education must have a valid Certificate of Clearance (COC) or other valid CTC document at the time of admission. Students are required to maintain their Certificate of Clearance or other appropriate document throughout their enrollment in the School of Education. Students who allow their Certificate of Clearance or other CTC document to expire will be prevented from enrollment in future terms.

Fees for fingerprints and COC application are the responsibility of the student.

U.S. Constitution

California Education Code Section 44335 requires all candidates for a Multiple Subject, Single Subject, or Education Specialist Credential to demonstrate knowledge of the United States Constitution by completing a college level course or a college level examination in the subject. This requirement must be completed before the credential can be recommended.

The U.S. Constitution requirement can be met by successfully completing one of the following:

1. Undergraduate Transcript Review by a Credential Analyst. Be sure to turn in all of your Community College transcripts for this purpose as well.

  1. Graduation from a university within the California State University system.

  2. Completion of a course on the provisions and principles of the U.S. Constitution taken at a regionally accredited college or university.

    • At APU or LAPU, you may take POLI 150-America Government , HIST 151-United States History to 1877 , HIST 202- US History to 1930, HDEV 401- Humans in History, or LIBS 401-LIBS History.

    • To verify that a course taken at another college or university meets the requirement, email soecredentials@apu.edu. Provide an official transcript showing completion of the course and a copy of the course description.

  3. Pass an examination on the provisions and principles of the U.S. Constitution offered by a regionally-accredited college or university.

CPR Certification

Candidates recommended for a Preliminary Teaching Credential must have Infant, Child and Adult CPR certification (sometimes called Adult and Pediatric), which satisfies criteria established by the American Heart Association or the American Red Cross. If you have never had CPR certification, we highly recommend taking a face-to-face class. If you are previously certified, you can meet this requirement through the online course provided by CPRtoday.
