4.1 BUILDING ATHLETIC/ACTIVITY DIRECTOR
4.1.0 BASIC FUNCTION:
To assist in the implementation of an appropriate and effective Athletic/Activity program.
4.1.1 REPORTS TO: Building Principal
4.1.2 PRIMARY RESPONSIBILITIES:
a. Coordinate Athletic/Activity registration for all sports during each sports season. Make certain that eligibility rosters are prepared for each sport and sent to Principal before first contest. Maintain a master eligibility file for all athletes.
b. Serve as building Athletic/Activity budget coordinator.
c. Manage building equipment and facilities. Coordinate care and storage of equipment and formulation of annual inventories by head coaches. Assist Principal in scheduling of facilities for turnouts, inter-scholastic contests and community recreation. Coordinate care of facilities and submit maintenance requests through the building administration to the appropriate department.
d. Develop and manage an effective Athletic/Activity program.
e. Assist in developing and participate in program workshops, clinics, in-service training where recommended or sponsored by building Principal.
f. Promote and coordinate Athletic/Activity publicity for all sports in the building program.
g. Coordinate discipline procedures as outlined in Athletic/Activity Handbook.
h. Maintain records and submit reports as required by Principal.
i. Provide game management for all Athletic/Activity events, including but not limited to officials, score keepers and field managers.
j. Supervise all home Athletic/Activity events. In the event of multiple home events, notify building Principal/Assistant Principal. Develop a class coverage system for in-season coaches for away games in cooperation with the building administration.
k. Attend and participate in West Valley School District Athletic/Activity Coordinator meetings.
l. Prepare, submit and monitor work requests for Athletic/Activity maintenance.
m. Manage coaches’ concerns and problems within the building. Make certain they are kept aware of and are complying with W.I.A.A., League and West Valley School district rules and regulations.
n. Assist Principal in coach evaluation and management of coaching personnel files.
Coordinate travel for away games with Principal and transportation supervisor.
o. Keep coaches apprised of workshops and seminars.
PRIMARY WORKING RELATIONSHIPS
4.1.3.0 Work with Principal to coordinate the building program with the district
Athletic/Activity program.
4.1.3.1 Work with building coaching staff
a. promote communication within the staff by conducting regular in-building coaches meetings.
b. provide time for day-to-day management of coaches needs and concerns.
4.1.4 PRIMARY TASKS:
a. Develop and maintain a master file for athletes prior to participation, that verifies: That all athletes have met all requirements for West Valley Schools Athletic/Activity registration and that every athlete has received a Student Activities Handbook and has returned a parent-signed Student Activities Handbook Responsibility form.
b. Develop and maintain a master file for building coaches (i.e., name, address, phone, assignments, first aid card and expiration date).
c. Submit and verify “Athletic/Activity Eligibility List and Registration Summary” for each sport to Principal before the first contest of each season. Maintain copy in Athletic/Activity Director’s office.
d. Schedule and conduct a minimum of one coaching staff meeting each sport season.

e. Obtain certification by school Registrar of all current eligibility lists for all in-season sports.
f. Obtain completed “West Valley Schools Athletic/Activity Inventory” from each Head Coach at end of season and kept on file in Building Athletic/Activity Director’s office.
4.1.5. HIRING
The interviewing committee for the hiring of coaches will include the following:
7th/8th grade coaches – AD and/or Principal/Assist. Principal, and/or 7th/8thcoach (Varsity Coach will be asked for input ahead of time)
9th – 12th grade coaches - AD and/or Principal/Assist. Principal (Varsity and/or
assistant coaches will be asked to participate, JH AD will be notified ahead of time)
Parental involvement in interviewing/hiring will be at the AD’s discretion.
4.1.6. EVALUATION
The evaluation of a coach will be conducted as follows:
7th grade coaches – by AD and/or Assist. Principal/Principal
8th grade coaches – by AD and/or Assist. Principal/Principal
9-12th grade coaches – by AD and/or Assist. Principal or Varsity Coach (assistants)
4.2 HEAD COACH (High School Varsity) JOB DESCRIPTION
4.2.0 BASIC FUNCTION:
Supervise program and coaches for all competition levels in assigned sport.
4.2.1 YEAR-ROUND RESPONSIBILITIES
a. Formulate objectives for the coming sport season.
b. Mentor, develop and evaluate assistant coaches throughout the season.
c. Keep abreast of new knowledge and innovative ideas and techniques by attendance at clinics, workshops and reading in sport field and to encourage assistant coaches to do the same.
d. Have understanding and knowledge of rules and regulations as presented in the WIAA Handbook, League Handbook and Athletic/Activity Handbook.
e. Assist Athletic/Activity Director as needed.
f. Conduct proper procedures for out-of-season practices and procedures, according to WIAA and West Valley Athletic/Activity Department regulations.
g. Maintain membership in a professional organization such as the sport specific association and/or Washington State Coaches Association.
h. The coach must constantly uphold the honor and dignity of the profession. In all personal contact with the student athlete, officials, Athletic/Activity directors, school administrators, the WIAA, the media and the public, the coach shall strive to set an example of the highest ethical and moral conduct.
4.2.2 PRE-SEASON RESPONSIBILITIES
a. Meet with Athletic/Activity Director and/or Athletic/Activity Chairman to review procedures as outlined in the Athletic/Activity Handbook.
b. Submit volunteer coach information 30 days prior to the season.
c. Meet with assistants (JV, Freshman, C-Squad required) to prepare for upcoming season. It is also highly recommended that 7/8 grade coaches receive an invitation to these meetings.
d. Review and revise program philosophy, materials, training, practice, etc.)
e. Head Coach will submit an eligibility roster to the Building Athletic/Activity Director.
(Include names of all students who turned out, but put an asterisk by the names of any who have been cut, or dropped out.) After review and approval, the Building Athletic/Activity Director will make certain that the Principal will receive a copy.
f. Verify inventory and arrange for a systematic issuance of school equipment.
g. Meet with athletes and parents at the scheduled pre-season meeting to issue and review Student Activities Handbook, policies, practices, philosophy and all paperwork.
h. Sign & return WVSD coaches agreement from coaches handbook
4.2.3 IN-SEASON RESPONSIBILITIES
a. Implement procedures as outlined in the Athletic/Activity Handbook.
b. Provide information for transportation, officials and game management on dates requested.
c. Assume responsibility for constant care of equipment and facilities being used.
d. Follow carefully the procedure for initiating purchase orders.
e. The Head Coach of any athletic team or the lead supervisor for an activity is in-charge/ responsible for his/her students at all times. They may abrogate this responsibility only for the following circumstances:
Responsibilities directly related to their position e.g. press conference, coaches and/or other meeting, activity planning, and others approved by the building principal or designee.
A family emergency or activity
In those circumstances, the coach must pass responsibility to 1) a paid assistant, 2) an approved volunteer assistant, 3) another school district employee, 4) an approved parent chaperone. The supervision of said event /activity is from the time an event begins (e.g. students arrive for a bus) until the release of the participants to parents at the conclusion of said event/activity.
f. Organize and schedule practice sessions on a regular basis with daily lesson plans that reflect instruction of teaching proper playing techniques.
g. Apply discipline in a firm and positive manner as outlined in the Athletic/Activity Handbook and Student Handbook.
h. See that the building regulations are understood and enforced.
i. Emphasize safety precautions, be aware of current training and injury procedures and have a current First Aid Card/CPR card.
j. Advise athletes at pre-season meeting as to possible injuries that can be incurred by participating in your sport.
k. Develop a sport specific handout to be given to each athlete.
l. Conduct self and teams in a professional manner at all times.
m. Report a summary of all contests and provide any publicity information that will aid the program and Athletic/Activities
n. Instruct players concerning rules and rule changes.
o. Transportation supervision ratio will include one district employee per twenty-six participants for all trips outside of approved local venues. (see WVSD Student Self Transport Form for approved venues)
p. When a serious injury occurs which requires immediate medical attention, the coach in charge must take appropriate first aid measures (with special attention to the Prevention and Care. factors in the following section of this manual).
If a physician, emergency medical technician (EMT) or other medical professional is present, his/her assistance shall be requested.
Call 911 (9-911 from WVSD telephones) if additional emergency medical assistance is required.
All coaches are required to have WVSD Emergency Medical Information and Authorization forms for every student athlete on their team eligibility list at all games and practices.
4.2.4. POST-SEASON RESPONSIBILITIES
a. Arrange for the systematic return of all school equipment and hold athlete responsible for all equipment not returned. Hold athlete responsible for missing or damaged equipment.
b. Arrange for the issuance of letters and special awards earned as specified in the Athletic/Activity Handbook.
c. Arrange for cleaning, sorting and inventorying of all equipment.
d. Be concerned with the care and maintenance of facility by making recommendations concerning additions and improvements.
e. Maintain records of team and individual accomplishments.
f. Submit inventory to Athletic/Activity Director with recommendations for equipment purchase and repair needs.
g. Submit evaluation of all assistants within 30 days of season (20 for new coaches).
h. Submit recommendations for next year’s schedule and SOP changes for your sport via the Building Athletic/Activity Director.
There will be an expectation that the Varsity Coach makes an effort to share their program philosophy/vision for the 7-12 program and thus provide some direction to the 7th and 8th grade programs as well as to the subvarsity programs; coaches for the 7th/8th and subvarsity squads are expected to be receptive to the direction, as well as to collaborate in the shared philosophy/vision; these expectations will be communicated in the respective job descriptions; compliance with these expectations will also be included in each coach’s evaluation.
4.3 ASSISTANT COACH (subvarsity & 7th/8th grade coaches) JOB DESCRIPTION
4.3.0 REPORTS TO: Head Coach or Building AD at the junior high level.
4.3.0.1 SUPERVISES: Athletic/Activities
4.3.0.2 BASIC FUNCTION: To carry out the aims of the Athletic/Activity Program and Code of the West Valley Schools
4.3.1 YEAR-ROUND RESPONSIBILITIES
a. Have thorough knowledge of rules and regulations regarding his/her sport as presented in the WIAA Handbook.
b. Keep abreast of rules and rule changes of his/her sport.
c. Keep abreast of new trends/ideas/techniques through clinics,workshops/publications.
d. Assist head/other assistant coaches in carrying out his/her/their responsibilities.
e. Maintain membership in a professional organization such as the West Valley Coaches Association and/or Washington State Coaches Association.
4.3.2 PRE-SEASON RESPONSIBILITIES
a. Assist head coach/building AD in proper registration of all athletes.
b. Assist head coach/building AD with systematic issuance of school equipment.
c. Assist head coach/building AD with information reporting, such as eligibility lists and other reports.
d. Sign & return WVSD coaches agreement from coaches handbook
e. Accept input from HS varsity coach regarding 7-12 direction/vision/philosophy
4.3.3 IN-SEASON RESPONSIBILITIES
a. Assist in implementing Athletic/Activity Standards, as outlined in the Athletic/Activity Handbook and Coaches Handbook.
b. Assume responsibility for care of equipment and facilities.
c. Assume supervisory control over athletes and teams as assigned by the head coach (if applicable). The coach of any athletic team or the lead supervisor for an activity is in-charge/ responsible for his/her students at all times. They may abrogate this responsibility only for the following circumstances:
Responsibilities directly related to their position e.g. press conference, coaches and/or other meeting, activity planning, and others approved by the building principal or designee.
A family emergency or activity
In those circumstances, the coach must pass responsibility to 1) a paid assistant, 2) an approved volunteer assistant, 3) another school district employee, 4) an approved parent chaperone. The supervision of said event /activity is from the time an event begins (e.g. students arrive for a bus) until the release of the participants to parents at the conclusion of said event/activity.
d. To be in regular attendance at practice sessions and contests, as outlined in General Procedures for Coaches.
e. Apply discipline in a firm, positive and equitable manner.
f. Emphasize safety precautions and maintain awareness of the best training and injury-prevention procedures.
g. Conduct self and teams in a professional manner during practices and contests.
h. Provide head coach with information for making game reports/publicity releases.
i. Instruct players concerning rules and rule changes.
j. Transportation supervision ratio will include one district employee per twenty-six participants for all trips outside of approved local venues. (see WVSD Student Self Transport Form for approved venues)

4.3.4 POST-SEASON RESPONSIBILITIES
a. Assist in the return of all school equipment and maintaining inventory records.
b. Recommend athletes for awards.
c. Make recommendations regarding facility maintenance and improvements.
d. Make recommendations regarding equipment purchases/repair and schedule improvements
e. Participate in the evaluation process
4.4 JR. & SR. HIGH VOLUNTEER COACH JOB DESCRIPTION
4.4.0. REPORTS TO: Head Coach
4.4.0.1 SUPERVISES: Athletes, under the direction of a Head Coach or an Assistant Coach.
4.4.1. BASIC FUNCTION:
• To carry out the aims and objectives of the Athletic/Activity Program for WV Schools.
4.4.0.2 PRIMARY RESPONSIBILITIES:
4.4.0.2.1. YEAR-ROUND RESPONSIBILITIES
a. Have understanding knowledge of rules and regulations regarding the sport as presented in the WIAA Handbook.
b. Keep abreast of rules and rule changes of the sport.
c. Keep abreast of new knowledge, innovative ideas, and techniques by attendance at clinics, workshops and reading related materials.
4.4.0.2.2 IN-SEASON RESPONSIBILITIES
a. Assist in implementing Athletic/Activity Standards as outlined in Coaches Handbook and District Policy.
b. Assume responsibility for constant care of equipment and facilities being used.
c. Assume supervisory control over athletes and teams as assigned by a paid coach. The Head/Assistant Coach of any athletic team or the lead supervisor for an activity is in-charge/ responsible for his/her students at all times. They may abrogate this responsibility only for the following circumstances:
Responsibilities directly related to their position e.g. press conference, coaches and/or other meeting, activity planning, and others approved by the building principal or designee.
A family emergency or activity
In those circumstances, the coach must pass responsibility to 1) a paid assistant, 2) an approved volunteer assistant, 3) another school district employee, 4) an approved parent chaperone. The supervision of said event /activity is from the time an event begins (e.g. students arrive for a bus) until the release of the participants to parents at the conclusion of said event/activity.
d. Be in regular attendance at practice sessions and contests as outlined in .General Procedures for Coaches.. This may be adjusted for this position, but definite understanding shall be established.
e. Apply discipline in a firm and positive manner, as designated by the regular coaching staff.
f. Emphasize safety precautions and be aware of best training and injury procedures.
g. Assume any other coaching responsibilities delegated by Head/Asst Coach.
h. Transportation supervision ratio will include one district employee per twenty-six participants for all trips outside of approved local venues. (See WVSD Student Self Transport Form for approved venues)
i. All coaches are required to have WVSD Emergency Medical Information and Authorization forms for every student athlete on their team eligibility list at all games and practices.
4.4.2 ASSIGNMENT & PROCEDURE
As per WIAA Rule 23.1.0, “Volunteers become an employee of the District, and may serve as coaches, only upon registration, approval and authorization of the school district Board of Directors.” Volunteer Coaches must apply for and obtain Athletic/Activity Director, Principal, and School Board approval. Prior to assuming their position, successful applicants will complete other essential volunteer requirements ( WVSD Volunteer App and WA State disclosure form).
Head Coach initiates and sends to Athletic/Activity Director. The applicant must complete the West Valley School District Volunteer Coaching Application form and be subject to a background check. Athletic/Activity Director approves or disapproves and sends recommendation to Principal.
• Principal approves or disapproves
• Principal or designee sends paperwork for approval to the WVSD School Board.
• WVSD School Board approves and returns signed/approved paperwork to building that made the request.
