A Background Investigation (BI) is a description of one of the many types of Investigations the Gov't runs on folks, some are called MBI, SSBI, LBI, NAC, NACLC, on + on, etc.

A BI has the components of a NACLC, plus a PRSI, checks at employers, schools, residences, courts, etc., for the past 5 years.

A BI does exceed the investigative scope of a NACLC (for a Secret) because (your expected) Public Trust (level 6) duties "may" outweigh National Security considerations (the designated duties) at the lower security clearance levels of Secret & Confidential.

For this BI, sometimes a SF-86 is used, sometimes a SF-85P or SF-85P-S.

First, a little background and the most important part to know. Clearances, as they relate to government employment or contractors, have two categories: National Security and Public Trust Fitness Determination. These two categories have very distinct uses and do not intertwine with each other. Having a clearance in one category will not necessarily transfer over to the other, although it may make getting it a little easier due to previous investigations which I explain below.
