Iteration
Make the text in the reading passages slightly smaller. Allow some padding so the text doesn't run all the way to the page borders. Divide the columns at 40% width for the reading passages and 60% width for the question area. Allow both areas to scroll independently, currently neither area allows scrolling.
Iteration 2
Neither region scrolls. Double check the code to ensure that users can scroll to the end of the reading passages and independently scroll through the question area. The reading passage text is still too close to the edges of the area. Modify that to allow the third grade students more white space around the text.
Iteration 3
The appearance is much better. However, neither region allows the user to scroll through all the passages nor though all the questions. Fix this.
