It also provides a guide for teams to develop an annual action plan. Teams use data from the TFI identify agenda items for their ongoing meetings to ensure continuous improvement of their systems.

The TFI is divided into three sections (Tier 1: Universal Features; Tier 2: Targeted Features; and, Tier 3: Intensive Features) that can be used separately or in combination to assess the extent to which core features are in place.

Does the Tier I team have instantaneous access to graphed reports summarizing discipline data?
Are those data organized to review all of the following: frequency of problem behavior events by behavior, location, time of day and student?
