Add VA Form 763-S to the return
Form 763-S must be paper filed to VA, with a signed copy of the state of residence return and a copy of the withholding statement (W-2)

Add a MD 505, Non-Resident Return along with the resident VA/DC return.
Residents of VA and DC are exempt from paying MD taxes on income earned in MD. [Ref MD 505]
MD 505 may be e-filed with the rest of the return.

Add a VA or MD resident return and a DC Nonresident Request for Refund, Form D-40B, to the return.
Complete DC Form D-408, Nonresident Request for Refund, in full. This includes information about the taxpayer's employment, voting and residency.
Form DC D-40B must be paper-filed with a copy of the resident state return.
