The University’s partner communities are selected based on the following conditions:

1. Majority of the residents are living below the poverty line.

2. Interest/ willingness of the Barangay Council to be partners in development.

3. Culture of the community.

4. Ability of the UM Community Extension Center (UM CEC) to respond.

5. Efforts of other organizations and agencies.

6. Peace and order situation of the community.
