The Rural Transportation Voucher Toolkit is a guide to help Centers for Independent Living (CILs), or other sponsoring agencies, progress through the stages of exploring, developing, and managing their own transportation voucher program. It offers practical guidance, tools, and examples to help CILs build programs that reflect their local needs, resources, and capacity.

Every transportation voucher program will look different because they work best when customized to fit the local context. As such, this toolkit is not prescriptive. Instead, it is a flexible guide that CILs can refer to when seeking to establish and operate a transportation voucher system that works for their service area. It provides suggestions for what might work best and advice on how to start.
