Background Guide 2024 -

Novice General Assembly

Dive into this beginner-friendly, Cold War-oriented United Nations Security Council committee, where you, as a diplomat, will navigate a strenuous time, where proxy wars are commonplace and the threat of nuclear war looms.  Picture yourself amid growing tensions between the world’s two emerging superpowers, the Soviet Union and the United States, as you take on the crucial mission of restoring peace and fostering international relations.  Represent various countries, embark on diplomatic missions, and work collaboratively with fellow delegates to prevent global catastrophe. Join us at the UNSC committee, where you hold the power to shape the future, ensure global harmony, and avert the threat of nuclear destruction.

This committee will be composed of the members of the United Nations Security Council. The United Nations Security Council is one of the six main bodies of the UNSC, tasked with the grueling responsibility of maintaining international peace and security. All UN member states must adhere to the UNSC decisions. The UNSC determines potential threats to international peace, offers potential terms of settlement/methods, or imposes sanctions and authorizes the use of force if deemed absolutely necessary.

This committee will be structured as a General Assembly (or GA), meaning that it will aim to model the typical functions of the United Nations. You have been assigned a position as a delegate from a specific country, which you will be representing in the committee. Each nation has its own specific role in the conflict, whether this be in the proxy wars that resulted from tensions in the Cold War or as one of its main instigators, the US and Soviet Union. The debates between nations require you to stay true to the goals and history of your nation while also using your skills as a leader and public speaker to assert your ideas and form country bloc positions. To do this, you need to step out of your role as an American student, hopefully not a very bored student by this point, and see the Cold War from an entirely different perspective. In the committee, there are two main types of speaking time: moderated and unmoderated. When a delegate calls a moderated caucus, they determine a certain topic idea, speaking time, and number of delegates, with the committee delegates then deciding who will speak on this specific topic. An unmoderated caucus has a set number of time, but all delegates can move around and cut deals, form blocs, and develop resolutions.

The UNSC has 15 members in total. 5 of them are permanent at this time: The United States, the Soviet Union, the UK, France, and China. The remaining seats are non-permanent, being elected for two-year terms by the General Assembly.  The goal of the committee is simple, to end the arms race and growing tension between the United States and the Soviet Union, and to prevent mutually assured destruction.
