Currently, Mages in TSC are fairly famous, and regarded as high class. There are usually no 'poor' mages. And oftentimes, they are seen as heroes. However, fame comes with a lot of eyes staring at you, oftentimes very critically. The power to vaporize opponents with one spell will lead you to a life of constant surveillance.
Mage Certificates are extremely normal and needed in this world. Without one, you're as good as dead. All manaborn that practice magic MUST have it with them at all times. If not, venators will follow them, imprison them, or even kill them.
Mage Certificates can be made after you pass an enrollment exam in a mage academy you wish to study in, and must be updated after you graduate from it.
Mage certificates were made to ensure security with mages, as well as to keep an eye on them. To get a Mage Certificate, you must graduate from a magical school.
Renewing your Mage Certificate is also an option for many, as you can renew your certification if you believe you have increased in Rank during your time away from your University so you can be reevaluated for your skills and given a Rank that corresponds with your new level of skill. This process is required every two years for mages that have graduated from their school. Failure to comply will lead to a fine or arrest depending on your government.
You also must ensure that you have all your records with you at all times. While the government of the nation you are in tends to have a copy of your records as well, it is much easier to show a venator your records immediately, rather than stay in a dungeon and wait for the government to find a copy of your record - which usually takes months depending on where you're in. Not having a mage certificate may classify you as a 'Rogue Mage'.
This is why mages in TSC have massive books with them at all times, known as 'Mage Books'. These are not all spellbooks. While they often have their spells in one of the pages of their mage books, majority of the pages here are records for mageseekers, planners, notes, and even calendars for certificate renewals.
All mages fear venators. Venators are aeromancers, who are specifically trained to deal with arresting, incapacitating, recording, and if the situation calls it, killing mages. Non-magical aeromancers are also known to have purple nullifiers, which not only stop a mage from using magic, but also forces them to take in mana without using spells, growing their arcalumenary veins without using magic.

There is a saying in the Mage Community that Venators are "Ekajist Reapers who do not follow Ekaj." This is due to how brutal venators can be in making sure mages have their records kept at all times. Some Black Valkyrie Regiment assassins are also known to be former venators. They are often aeromancers who are known to be extremely fast and agile when fighting. And when fighting a mage, it takes seconds for them to completely incapacitate or kill a rogue mage, closing the distance before they could even have time to conjure a spell.
Venators are taught to enjoy the thrill of killing a rogue mage. To them, irresponsibility has no excuse, and there is never a chance for redemption, lest we repeat the destruction of the past. These killing machines are known to be trained even as children, and retire quickly at ages 40-50. Veteran venators are said to not speak much, as their life of cold-hearted killing has made them jaded with the little things in life.
This is why life as a rogue mage is simply a nightmare, and this is why all mages are desperate for their records, as sometimes, it is indeed a matter of life and death.
Go to a Mage Archive Building and ask for a copy of your records. Make sure you provide a valid name, your blood sample, as well as a copy of your records. They will give you a temporary card to prevent any venator from killing you. After a couple of months, you may have your copy and ask to duplicate it from an inkwell. If the archivists cannot find your records, please do not resist if venators arrest you.
Please do not resist if you cannot provide your mage book. You can still try to ask for your records in the Mage Archive Buildings, but if they cannot find any trace of your records, you may have to be terminated. If you plead your innocence, you must find the adeptus, or above, that trained you, and have them vouch for you. If an adeptus has vouched for you, you then must have signatures of people who have seen you do well.
If you are a graduate, you must have at least 100 signatures. If you are a sage, you must have 500. If you are an Archsage, you must have 2000. And finally, when you are an Elder, you must have 10 000 signatures. Masters and above generally do not need this step, as they are known to be extremely famous in this world. But if such a rare situation arises, they must sign at least 500 000 signatures, or 1 000 000, depending on the case.
