The Engineering Pilot warbird is old in relation to the meta of the current games sandbox. Coming out in 2015, 8 years ago, this is hardly what people would consider when aiming for a Reroute to weapons build. However, it and its Science and Tactical counterparts are unique even to this day; these are the only ships in the game that can currently use singularity powers and have a commander pilot seat for reroute reserves to weapons.
Why is this important? Because bugs obviously! In the games's current state you can use Reroute Reserves to Weapons and then Singularity Overcharge to get both buffs at the same time. This is a super niche thing, and if you're looking for a more traditional RRtW build, I suggest reading EPH's RRtW build.
I speak about things more in detail though the post, so I'll just convey some cursory things here:
Singularity Inverter - From the T2 Dhael warbird. This grants singularity charges when hit with energy weapons, and grants +30 energy damage resistance and +30% shield resistance for 30s.
Singularity Specialist - chance to build singularity stacks. Unlike the singularity invertor, this is a whole level stack rather than the gradual increase the invertor grants.
SingC core. This is special, and not a common item. This is probably the linchpin of the whole build. See Starship equipment for more details, but basically it's but what if we had two firing modes at once

This just barely fits inside the limit, but it does fit! I do have this captain as an elite captain but it costs more than 300zen so we're going to leave a trait slot empty to make up for this.
This is a midrange build with numerous C-store purchases up to 20K Zen and a 600M EC/400 Lobi limit but no lockbox ship or promo ships involved. See the build costs page for more detail.

This is a pretty standard breakdown here, one torp with primary focus on energy weapons, lots of Romulan only items, and plenty of speed buffs from pilot seating
Notes
Aeizel who makes her first appearance on the site here is not much different than my other tactical captain Teryh. Here however there is slightly more focus on science oriented choices like full EPG, CtrlX, Control Amp and a DrainX point.
Power points here are chosen since she does primarily fly Romulan ships, which are inherently gimped compared to the normal warp core ships having -40 inherent power (160 total vs 200). However I haven't spec'd too hard into this as I do still want the offensive bonuses from the tactical tree.
Notes
There is some technical nitpicky improvements that could be made. For example since this is a reroute reserves to weapons build, weapon power isn't—or rather shouldn't—be a deciding factor thus the inherent +10% extra critical severity from the dual heavy cannon type is going to be better for performance than the lower power cost on the nominal dual cannons. However this is a very small difference and can likely be ignored.
The unique item here that differs from probably any other RRtW build is the very unique non-set, non-crafted core.
This is only obtainable through random drops in the world; this is due to crafted plasma singularity cores only having the [Wave] mod. As such to get the Overload mod you need to find one that's randomly generated by the loot system.
The whole point here is to try and get more singularity charge to trigger Energy Weapons Singularity Overcharge V faster and more frequently. This is why the SingC mod is important, as this reduces the cooldown from 52s to 45s, which isn't much but since the cooldown starts at the moment you use the power, with a 16s uptime you can cast singularity overcharge every 3rd reroute reserves to weapons activation.
You can get a fleet spire core with +66% EPS and -10% Weapon power cost (doesn't affect RRtWs -engine power) with Oload and SingC
Tweaks and Notes:
The blend of Spire Locators and Exploiters isn't significant here, mix and match as needed
The Enhanced Induction Coils are here for power sources to feed RRtW as well as provide some more damage, this is easily replaceable with whatever console you chose or have access too.
The Singularity Inverter is a non-replaceable item. Since it is from a dil ship however I don't count is as a hardship to obtain, and with its short 1m cooldown (affected by uncon) this allows singularity powers to come back very very quickly as well as providing some durability via +30 DRR and +30% shield resistance. This is a singularity ship capable ship, which means romulan only.
Notes
EPtE3 is slotted here over EPtW3 for the power bonus. There is a +20 engine power gain here, is what enables the build to operate with maxed weapon power setting but also be able to sustain both RRtW and the Dragonsblood. This might not be enough without more EPS on lower EPS core builds.
Other than that its a pretty standard layout, KLW/TS/APB for weapon debuffs and RRtW for the primary firing mode for energy weapons. Tractor Beam, Clean Getaway and Scramble for unconventional systems, with Photonic Officer being our primary cooldown reduction method
Meta-Focused Tweaks:
Singularity Specialist is probably the immediate candidate for replacement, since the build has access to other forms of singularity charge building. However, this is just another source and a trait I don't have to buy, so it's not that bad to take here. Because this is a midrange build technically that extra trait is too expensive, so I have left it blank to simulate that unlock not being present. I am leaving a personal trait empty here because the build pushes the zen limit to where I can't fit the elite captain token, which for most people isn't a consideration so if you have it, there is EC budget left for something like Breen Shield Tunneling.
Notes:
Five Magicks from the Hysperian Battlecruiser is a greet source of bonus disruptor damage but also Psionic, which pairs excellently with the Gol-Type resonator experimental weapon
I find myself using the Non-Baryonic Asteroid more and more on other characters so you might find use in swapping the Tetryon Cascade for it. This ship is fast and mobile and the Asteroid lags behind but having the option to group up targets and move them to where you need is handy.
Budget Tweaks:
The EWOs are about 7-10 mil ec a pc, and with the bulk of the EC going to personal traits there's not much more we can put here. I had orignally used another projectile CrtH duty officer but I managed to find a Singularity Charge buider (5% extra while in combat) for 10 mil, so not a bad offset in the EC game. I would like to get an E'makut at some point but that seems very rare and fleeting to get from the Exchange.
As an player who's been doing this for some time, I have very few keybinds as I use most of my powers manually. As such I have only 1 "spam" button, which consists of the offensive rotation.
Emergency Power to Weapons - Initial power buff
Attack Pattern Beta - prebuff before firing
Reroute Reserves to Weapons - buffs energy weapons
Kemocite Laced Weapons - prebuff before firing
Torpedo Spread - buffs torpedo
Auxiliary Power to Structural Integrity Field - small durability buff, no point not spamming this really
Clean Getaway - Really an uncon trigger, but having it up more means more movement / power recharge
Photonic Officer - begins CDR rotation. Since this is not an exotic build using Improved photonic officer, this is fine at the end
Emergency Power to engines - This will be on cooldown for the first cycle but will be off on the next, will help recoup engine power

This is one of three (OK the Legendary Romulan Ship exists now, THERE ARE FOUR SHIPS) ships in the game so far that have both a singularity core and a Cmdr Pilot seat. As such this is only really portable to the other two ships, however I would consider each to be imperfect for this build as they lack the ability to slot EPtW3. These are:
