Originally the Photon Cannon worked exactly like in Starcraft 1, where its 'telescope' would come out of the ground to fire. You could then upgrade it to become a Phase Cannon. The Phase Cannon main advantage was that it could turn into an energy state and relocate within the aura of a Pylon. Later they decided to scrap the idea, but they used the Phase Cannon model and renamed it to the Photon Cannon, thus scrapping the original model. The icon for the original unit survives here
