Administrative Setup for implementation of scheme
After subsuming of erstwhile SSA (Sarva Shiksha Abhiyan), RMSA (Rashtriya Madhyamik Shiksha Abhiyan) and Teacher Education into the Integrated Scheme of School Education named “Samagra Shiksha” from pre-primary to senior secondary level, the volume of work has increased manifold at the State Project Office.
Further, budget provisions is also increased by 3 times comparing with 2017-18 outlay.
Hence, to implement the intervention in a time bound manner, additional deployment of human resource at State Project Office is essentially required.
As such, the administrative setup of Technical Support Group of the State Implementation Society (SIS), UT Mission Andaman and Nicobar Islands is as under:

Block Project Office / Block Resource Center (BRC) and Cluster Resource Center (CRC)
In order to ensure onsite support of the schools, it is essential to strengthen the BRCs available within the UT. There are 9 Block Resource Centers (BRCs) in Andaman & Nicobar Islands i.e. three BRCs in each Districts viz. South Andaman, North & Middle Andaman and Nicobar. There is no separate building for BRCs and these are functioning in the existing Zonal Offices. Separate buildings for BRCs are not required as the functions of BRCs are well managed within the Zonal Office Buildings of Education Department.
However, to strengthen the administrative aspects of BRCs, staffs @ 06 Resource persons per Block for subject specific training, 02 resource person per Block for resource for Inclusive Education, 01 MIS Coordinator per Block, 1 Data Entry Operator per Block and 1 Accountant per Block with 50 Schools Block and 2 Accountants per Block with more than 50 Schools Block are engaged. The services of these staffs are engaged to upkeep and maintenance of records including supervision of the academic activities. Besides this, contingency grant, meeting expenses, Travelling Allowance, TLM Grant and Maintenance Grant are provided to all blocks.
Similarly, there are 38 Cluster Resource Centers (CRCs) in Andaman & Nicobar Islands, 16 in South Andaman, 13 in North & Middle Andaman and 09 in Nicobar District. All the CRCs are functioning in Government Secondary / Senior Secondary Schools and the concerned heads of the institutions/office have been designated as Cluster Coordinators.
38 CRPs i.e. @ 1 CRP for each CRCs have been engaged during 2019-20 and these CRPs are posted in their respective clusters to execute various activities of Samagra Shiksha to achieve the desired goal of Universalization of Elementary Education, in addition to expenses on TLM, recurring expenses on meeting, contingencies etc. are provided to each CRC.
In addition, for visiting the school quiet frequently (atleast once in two months) and to provide onsite academic support to teachers, organise monthly meeting, to discuss academic issues and design strategies for better school performance, Mobility support is also provided to CRCs.
