- be a United States citizen
 - be at least eighteen years old on or before the next election
- be a resident of Richland County (or of the county where they'll register)
- not be under a court order declaring them mentally incompetent
- not be confined in any public prison because they have been convicted of a crime (citizens waiting for trial may vote, if not convicted)
- have a CURRENT state or federal photo ID (these are the current forms of photo ID that are acceptable.) Voters are not required to show the ID when they register, but must show it at the poll when they vote. More information on ID's is available here.
- If they have ever been convicted of a felony, they MUST have served the entire sentence, including probation or parole, or have received a pardon for the conviction.
There is NO length of residency requirement in South Carolina in order to register to vote. You can register at any time, but you must register 30 days before the election to vote in that election.
