Board Meeting
Tuesday May 27, 2025
The regular Board Meeting of the Roanoke River Service Authority (RRSA) was held on Tuesday May 27, 2025, at the Southside Planning Commission, South Hill, Virginia at 7:00 pm.
Call to Order
Chairman Tom Tanner called the meeting to order.

Approval of Minutes
A motion was made by Board Member Don Dugger and seconded by Board Member Michael Smith to approve the April 22, 2025, regular meeting minutes. The Board approved the motion with a 6 - 0 vote.
Additions to Agenda
There were no additions to the agenda. A motion was made by Board Member Joseph Curtis and seconded by Board Member Glenda Jackson Gilliam to approve the agenda. The Board approved the motion with a 6-0 vote.
Financial Report
The April financial data was reviewed. The data projected 9.35% allocation gain and 536,400,000-gallon projected consumption with a $128,310 revenue gain. Repairs and Maintenance discussed. Mr. Paul Malone detailed some recent water line breaks and emergency repairs made. The Triennial water usage report and monthly condensed billing report were reviewed.
Executive Director’s Report
Old Business
Paul Malone, Executive Director, reported the DEQ raw water intake permit is moving forward.
Flushing at the Mecklenburg High School was discussed. A long term plan has not been discussed but flushing will probably have to continue due to dead end lines, can probably go to flushing once a month instead of weekly.
New Business
Paul Malone, Executive Director, reported some Personnel manual amendments need to be made. There are some minor updates and typos that need to be cleaned up. FMLA can be removed. Looking at combining vacation and sick time to one PTO bank. The Board suggested having VRSA look over it and work with them first and then may need to have an employment attorney review it.
Engineering Report
Executive Director Paul Malone reported on projects:
- Interstate Site- Tank is full. South Hill is going to rebuild altitude valves to be able to fill the interstate tank easier.
- Bishop tank is online.
- Plant Upgrade is moving along. Some floors left to redo. Working on punch list and everything should be worked out by late June. Looking at ribbon cutting August/September.
Committee Reports
Personnel – Will have VRSA look at employee handbook.
Finance – None.

Adjournment
With there being no further business to come before the Authority, there was a motion made by Board Member Michael Smith and seconded by Board Member Glenda Jackson Gilliam to adjourn the meeting. The Board approved the motion with a 6-0 vote. The meeting adjourned at 7:30 pm.
