Board Meeting
Tuesday February 25, 2025
The regular Board Meeting of the Roanoke River Service Authority (RRSA) was held on Tuesday February 25, 2025, at the South Hill Chamber of Commerce, South Hill, Virginia at 7:00 pm.
Call to Order
Chairman Tom Tanner called the meeting to order.

Approval of Minutes
A motion was made by Board Member Joseph Curtis and seconded by Board Member Christopher Starke to approve the January 28, 2025, meeting minutes. The Board approved the motion with a 6 - 0 vote.
Additions to Agenda
There were no additions to the agenda. A motion was made by Board Member Joseph Curtis and seconded by Board Member Glenda Jackson Gilliam to approve the agenda as presented. The Board approved the motion with a 6-0 vote.
Financial Report
The January financial data was reviewed. The data projected an 8.64% allocation gain and $295,836 revenue gain with 532,900,000 projected consumption gallons. The triennial and monthly condensed billing reports were reviewed.
Executive Director’s Report
Old Business
There was discussion about the Mecklenburg High School water quality issues. Paul Malone and Tom Tanner met with some Mecklenburg County High School representatives recently. RRSA raised the orthophosphate. It took six days to reach the school. They are flushing lines on Saturdays and are going to re-test. It looks like 3-6 months of feeding at the level it is at now, but the cost would be $30,000 a year for the extra orthophosphate if it stays at that rate. Mecklenburg County may help with the cost. RRSA put a sensor on the school’s water meter and gave Brian Dalton a touch reader so that he can read the meter before and after he flushes to keep up with how much water he is flushing.
Also under Old Business, Tom Tanner and Paul Malone have been talking with B&B Consultants about the Cycle Lane Pump Station generator. They are working on the details.
New Business
The Finance Committee met tonight and reviewed the Budget.
Engineering Report
Executive Director Paul Malone reported on projects:
- Water plant expansion is moving along. Early May is the new completion date. There were some change orders for electrical that added more time.
All floors have been finished upstairs.
- Paul and Tom are working on details of the Raw Water Permit. DEQ says our assigned SCC representative needs to sign the paperwork, but the SCC says public water authorities do not need to register with them. RRSA still has some cushion on how much water is drawn and there is still time to work on this.

Personnel – Fully staffed
Finance – Met tonight. Will bring budget to next month meeting.

With there being no further business to come before the Authority, there was a motion made by Board Member Joseph Curtis and seconded by Board Member Glenda Jackson Gilliam to adjourn the meeting. The Board approved the motion with a 6-0 vote. The meeting adjourned at 7:30 pm.
