Board Meeting

The regular Board Meeting of the Roanoke River Service Authority (RRSA) was held on Tuesday October 28, 2025, at the Roanoke River Service Authority, Bracey, Virginia at 7:00 pm.
Call to Order
Chairman Tom Tanner called the meeting to order.

Approval of Minutes
A motion was made by Board Member Michael Smith and seconded by Board Member Joseph Curtis to approve of the September 23,2025, regular meeting minutes. The Board approved the motion with a 6 - 0 vote.
Additions to Agenda
There were no additions to the agenda. A motion was made by Board Member Joseph Curtis and seconded by Board Member Glenda Jackson-Gilliam to approve the agenda as presented. The Board approved the motion with a 6-0 vote.
Financial Report
The September financial data was reviewed. The data projected 1.13% allocation gain and a $81,683 revenue gain. The Triennial water usage report and monthly condensed billing report were reviewed. The Interstate and Bishop Sites are substantially complete. The Bailey site tank is painted. Microsoft tank farm sites discussed.
Executive Director’s Report
Old Business
Paul Malone, Executive Director, reported that when RRSA redid the personnel manual, VRSA also gave us the code of ethics for Board Members to sign. Most Board Members signed last month, and we just need to get two more.
The audit is complete. Audit booklets were provided to Board Members, along with the Microsoft audit booklets.
New Business
Cycle Lane Project-
Mr. Malone met with the engineer and contractor last week and signed all paperwork. That property is a light-line easement, but B&B is getting a simple agreement from South Hill about the building rights, and the fences will be replaced.
Water Plant Improvements-
New Filter media replaced on filters 1,2,3. New bleach tanks are being replaced.
Ribbon Cutting-
Chairman Tom Tanner said the ribbon cutting is important for the community members and Board of Supervisors. The Board will pick a date the early part of 2026 – looking at March for a primary date or April as alternate date to have an event.

Adjournment
With there being no further business to come before the Authority, there was a motion made by Board Member Christopher Starke and seconded by Board Member Joseph Curtis to adjourn the meeting. The Board approved the motion with a 6-0 vote. The meeting adjourned at 7:27 pm. With a tour of the RRSA water plant following the meeting.
