Board Meeting
Tuesday November 25, 2025
The regular Board Meeting of the Roanoke River Service Authority (RRSA) was held on Tuesday November 25,2025, at the Southside Planning Commission, South Hill, Virginia at 7:00 pm.
Call to Order
Chairman Tom Tanner called the meeting to order.

Approval of Minutes
A motion was made by Board Member Joseph Curtis and second by Board Member Charles Willis to approve October 28, 2025, regular meeting minutes. The Board approved the motion with a 3 - 0 vote.
Additions to Agenda
None. A Motion was made by Board Member Joseph Curtis and second by Board Member Don Dugger to approve the agenda as presented. The Board approved the motion with a 3 – 0 vote.
Financial Report
The October 2025 financial data was reviewed. The data projected 1.17% allocation gain and 535,248,376-gallon projected consumption with a $65,149 revenue gain. The Triennial water usage report and monthly condensed billing report were reviewed. Mr. Paul Malone reported River Ridge took their tank out of service for a couple of months but have it back in service now.
Executive Director’s Report
Old Business
Paul Malone, Executive Director, reported the Cycle Lane project is moving along, and getting a VDOT permit to change out fence. This is a 90-day project with 120 days until final completion.
The Bishop site tank scaffolding is being taken down. They are starting to use water.
The Bailey site trailer city water connection will be done soon for the contractor.
New Business
-No RRSA Board Meeting in December.
-Ribbon Cutting will be in the Spring – will talk about it in January/February
-Permit received from Office of Drinking Water. November 12 is the effective date for 7 million gallon a day withdrawal.
-Allocations discussed.
Committee Reports
Personnel – None.
Finance – None – Will meet in January or February to go over the new budget.
Board Member Matters
Board Member Don Dugger asked about charging Microsoft for the extra power being used. Mr. Malone said we are close to budget building time and will look at the increase over the last year by reviewing the last 3-5 years of power bills. We have a plan to put something together and the cost will be added to the exhibits. Mr. Malone said he had a meeting with Microsoft recently and made them aware of our process.

Adjournment
With there being no further business to come before the Authority, there was a motion made by Board Member Joseph Curtis and second by Board Member Charles Willis to adjourn the meeting. The Board approved the motion with a 3-0 vote. The meeting adjourned at 7:22 pm.
