Board Meeting
Tuesday January 28, 2025
The regular Board Meeting of the Roanoke River Service Authority (RRSA) was held on Tuesday January 28, 2025, at the Southside Planning Commission, South Hill, Virginia at 7:00 pm.
Call to Order
Chairman Tom Tanner called the meeting to order.

Approval of Minutes
A motion was made by Board Member Joseph Curtis and seconded by Board Member Charles Willis to approve the November 26, 2024, meeting minutes. The Board approved the motion with a 4 - 0 vote.
Additions to Agenda
Paul Malone, Executive Director, provided a handout to add to New Business for discussion.
A motion was made by Board Member Christopher Starke and seconded by Board Member Joseph Curtis to approve the agenda with the addition. The Board approved the motion with a 4-0 vote.
Financial Report
The December financial data was reviewed. The data projected a 7.84% allocation gain and $278,963 revenue gain. Mr. Malone reported a new truck was purchased in December. RRSA has an old truck that may be for sale soon. The Board reviewed the monthly condensed billing report and triennial report. Mr. Malone said he is working on next year’s budget and is using the triennial water usage report to help build the budget. No rate increase is expected this budget.
Executive Director’s Report
Paul Malone, Executive Director, reported he has the letters for Brunswick and Mecklenburg Counties ready to mail. The Board reviewed the letters and discussed the amounts requested from counties. The numbers are the same as last year. Mecklenburg County helps with generator maintenance. The Cycle Lane booster station was discussed. RRSA has a generator that can be put there. We need to look at the cost of installation. The Board agreed to leave the same amount this year and send letters as presented.
New Business
Paul Malone, Executive Director, had a printout of an email from Virginia Department of Health (VDH) for discussion. The new Mecklenburg High School is having water quality issues. They hired an independent company to sample water. The school has copper lines not able to be flushed due to dead ends. The independent contract company went to VDH and VDH has contacted RRSA. Samples were taken and it appears the orthophosphate that RRSA feeds is being consumed by the school’s copper piping. More orthophosphate may need to be fed to treat this problem. There are more questions to be answered but Mr. Malone wanted to bring this to the board to let them know what is going on, but it appears to be a school problem.
The board discussed some questions they have:
-cost of increasing chemicals?
-the board would like to have a letter from VDH-on-VDH letterhead stating how much increase they recommend and for how long would this increase be?
-what is the impact on everyone else in the County if it is increased?
-are the other new schools also putting in copper pipes?
-can the school put in a flush station on the back side?
-looking at a possible meeting with Tom Tanner, Paul Malone, Alex Gottschalk, Brian Dalton, Dr. Worner, VDH
Mr. Malone also reported a water line break on Highway 92 over the weekend. No customers were without water. VDH treated it as a controlled repair, so there was no boil water notice.
Engineering Report
Executive Director Paul Malone reported on projects:
- Water plant expansion is moving along. Floors are being redone. New pump startups every day. The end of March is the completion date. Chairman Tom Tanner would like to have a ribbon cutting scheduled – possibly in April.
- 5 Microsoft exhibits have been completed for the budget.

Finance – Will meet before the next board meeting to go over the Budget.

Adjournment
With there being no further business to come before the Authority, there was a motion made by Board Member Joseph Curtis and seconded by Board Member Andrew Dugger to adjourn the meeting. The Board approved the motion with a 4-0 vote. The meeting adjourned at 7:48 pm.
