Board Meeting
Tuesday June 24, 2025
The regular Board Meeting of the Roanoke River Service Authority (RRSA) was held on Tuesday June 24, 2025, at the Southside Planning Commission, South Hill, Virginia at 7:00 pm.
Call to Order
Chairman Tom Tanner called the meeting to order.

Approval of Minutes
A motion was made by Board Member Michael Smith and seconded by Board Member Joseph Curtis to approve the May 27, 2025, regular meeting minutes. The Board approved the motion with a 4 - 0 vote.
Additions to Agenda
Paul Malone had a handout – RRSA Board Member Structure – to add to the agenda under new business. A motion was made by Board Member Joseph Curtis and seconded by Board Member Michael Smith to approve the agenda with addition. The Board approved the motion with a 4-0 vote.
Financial Report
The May financial data was reviewed. The data projected 9.35% allocation gain and 536,400,000-gallon projected consumption with a $125,408 revenue gain. Repairs and Maintenance discussed. Mr. Paul Malone said there was another water line break on Hwy 92. The Triennial water usage report and monthly condensed billing report were reviewed.
Executive Director’s Report
Old Business
Paul Malone, Executive Director, reported the Personnel manual has been sent to VRSA to look over it and make suggested changes. Tina Stevens has a couple ahead of RRSA to look at, so it will be at the end of July or August before she is finished.
New Business
The Board reviewed the Board Member Structure. LaCrosse and Brodnax have re-elected members for another term. Boydton re-elected their member in December and removed the alternate. It is time to vote on Chair and Vice Chair for another term. There was a motion made by Board Member Michael Smith and seconded by Board Member Joseph Curtis to leave it the same for another term. The Board approved the motion with a 4-0 vote. Tom Tanner will continue as Chairman and Don Dugger as Vice Chairman.
There will be no RRSA Board meeting in July. Chairman Tom Tanner is looking at the end of summer for the ribbon cutting and open house for the water plant. When the Board meets at the regular August meeting, a date will be scheduled for the ribbon cutting.
Engineering Report
Executive Director Paul Malone reported on projects:
- Booster Station on Cycle Lane- have not heard anything since signing the agreement but B&B have been very busy with several other RRSA projects.
- Bishop tank is online. There was much discussion about the tank paint and process they will have to go through. It is currently scheduled for fall but may be moved up sooner.
- Tank maintenance agreements discussed.
- Bailey Site- no plan to break ground has been reported yet.
- Bishop and Interstate agreements have been signed.
- River Ridge has had several leaks recently and are discussing taking their tank offline and running off RRSA Bracey tank.
- Fire Hydrants at various locations were discussed to see if some more can be put in.
- Paul had a meeting with Clarksville, Mecklenburg County, and Engineers regarding the line extension and a letter of response is being sent to Microsoft.

Adjournment
With there being no further business to come before the Authority, there was a motion made by Board Member Michael Smith and seconded by Board Member Joseph Curtis to adjourn the meeting. The Board approved the motion with a 4-0 vote. The meeting adjourned at 7:44 pm.
