Regulation (EU) 2024/3110 is the new European framework for construction products, including timber, that replaces Regulation (EU) No 305/2011. It came into force on 7 January 2025.
Here’s how it affects timber manufacturers and distributors:
Timber products must declare essential characteristics (e.g. strength class, fire resistance, durability) using harmonized standards like EN 14081-1 for structural timber.
The Declaration of Performance (DoP) remains mandatory, but now must be machine-readable and compatible with digital systems.
A Digital Product Passport (DPP) is introduced (Articles 75–79), requiring timber products to include:
Environmental performance data
Lifecycle information
Packaging sustainability
This supports traceability and circular economy goals.
A new System 3+ for Assessment and Verification of Constancy of Performance (AVCP) is added, focusing on environmental sustainability.
Applies to the entire lifecycle, including packaging and disposal.
Only CE marking is allowed—no additional national or private marks may be used in the DoP or on the product.
