The two tugs in the photo were both made using the same Glynn Guest design, but at different scales.

They are constructed of balsa wood and cardboard with a few shop bought fittings to add detail and provide propulsion.  Cheap to build and fun to operate.

Glynn Guest plans are available in book form and on the internet and usually include detailed instructions.
