Each Parish should be aware of the following process and designate a nominated and empowered champion to lead the activities required by their community volunteers in order to support this process...
Here is a detailed timetable for actions needed by Parishes leading to the formal Notification of Designation process (Step 3 below).
Understand what quiet lanes are and are not about so the right approach is taken from the start and Register your expression of interest
1A. Aspirational and non-committal at this stage , registered via the Expressions of Interest form
1B. A nominated local lead needs to be identified before the application is allowed to proceed
Initial validation, provisional street-signage locations and programme scheduling / prioritisation as necessary, for each lane
2A.Local lead to provide full details for each nominated lane to be validated via the Lane Nomination form
i.e. some lanes extend into a neighbouring parish, so just one needs to lead on the process, but both parishes will need to be included in the consultation
this includes confirming the QLS map is correctly plotting the extent of each nominated lane
Route Number(s) are required, and the precise locations for the new signage, to provided by the local volunteers (guidance is provided)

2B. Some lanes may also need to obtain traffic flow and speed data before proceeding to the next stage
the nominated lead will be advised by the QLS team, and up to two surveys have been allowed for each Parish
2C. The QLS Board will work with SCC Highways to ensure only the potentially suitable lanes are put forward to the next stage
2D. Some nominated lanes will need to be withdrawn at this stage if they are not deemed suitable
the nominated lead will be informed by the QLS team as any un-suitable nominations are identified
Including a formal traffic order notice of designation and schedule list of lanes in the press advising of the batch of lanes being considered and consulted on, with replies to parish clerks within 21 days
3A. Inform the relevant parish(es) and hold a public meeting, can be virtual Zoom meeting, where the proposal(s) can be discussed with your community and any final amendments made - see example Parish flyer
details to be confirmed in your finalised Workbook once approved by your Parish Council
3B. Formal press Notification of Designation issued in relevant papers and roadside notice boards displayed
3C. Copies of the Notice to Designate to be given to each household and businesses situated along or impacted by the proposed lane(s)
3D. The public and statutory bodies have 21 days to raise representations to SCC Highways
Assess the notification comments, publish 'made' designations, complete street design, schedule & install signage, and celebrate
4A. SCC Highways to consider any objections and make a final decision for designation
any designations which are not contested shall be decided upon at the subsequent SCC Development & Regulations committee
4B. Advertise the planning notification outcome and complete the successful designations detailed design
4C. Arrange for the street signage to be installed (by volunteers and/or contractors)
4D. Celebrate with a grand opening (subject to covid restrictions of course)
