Take a town ( https://www.municipality-canada.com/en/town-swan-river.html ) and imagine every resident needs their grass cut, snow blown/shoveled/moved, gutters cleaned, etc. Now imagine NO lawn mowers are allowed in Town limits. The only allowed option are sheep. Sheep are allowed on any grass area within the Town by-law. One company has reponsibility for looking after ANY and ALL sheep messes (poo problems). The residents must treat ALL sheep with kindness. Paid crews will handle 'managing' the sheep in Town. Canada has 1,900+ communities. Those communities have a lot of grass that needs to be 'managed' in the most efficient way possible 'for/by mother nature'. Every resident 'looking after' their own lawn is NOT efficient or environmentally 'green'.
Sheep work environmentally cheap and 'green' ... paid managing crews work effectively and efficiently at scale.
