In the phone booth, Dr. Thorne gives a quest requiring players to capture a Water/Poison type Qwilfish, evolve it into Overqwil, and show him the evolved form in his laboratory. This quest becomes available before Qwilfish can be found here, but one can be found soon after in Tidal Cave.
