After a player has returned from the Yarostian Range, they can begin accepting Special Quests by calling the Central Sanctuary at phone booths.
The reward for each Special Quest is a Pokémon that is either incredibly rare if not impossible to find in the wild.
Unlock Condition: Defeat Lieutenant Nolan at the Yarostian Range
A jailbreak happened at Nightwell Penitentiary! As the escaped convict is a known Pokémon abuser, the prison has requested the Pokémon League assist in recapturing the escapee.
Guide:
Travel to Nightwell City and meet with Aurora at the prison.
Walk around Nightwell City and Nightwell Port and gather information to determine how the convict escaped, what Pokémon their accomplice is, and where they went after escaping.
This is primarily done by talking to NPCs, there are a few points of interest to examine which are not NPCs.
Once enough information has been gathered, locate the convict

A herd of wild Popplio, Brionne, and Primarina have taken over Max's outdoor seating, and driven away his staff and customers. And since they're protected species, they can't be simply driven away, so the Pokémon League has to find a way to safely relocate them.
Guide:
Travel to Nightwell City and meet with Max at the Gym.
Buy a Fish Crate from a fisherman in Nightwell Port's Ticket Building, and a Crab Crate from a chef in Reselda Manor's kitchen. (Total cost is $5000)
Acquire a Pokémon with the Soundproof ability. (The Voltorb on Route III are likely the easiest option.)
Talk to Max again in the gym, and then a second time behind the outdoor seating area. (He'll reimburse the $5000, and throw in an extra $1000)

An illegal breeding operation was shut down recently. However, it seems a Tepig had escaped the day prior, and is now lost somewhere out in the cold without the necessary skills to survive in the wild.
Guide:
Locate Tepig behind some trees a little ways north from Elise's house
Locate Tepig a second time, west and a little ways north from the first location
Locate Tepig a third time, just southeast from the cave entrance
Locate Tepig a fourth time, southeast from Elise's house
Locate Tepig a final time in the pit just south of the cave entrance
Fight off the pair of Alpha Mamoswine attacking Tepig.
