Creating a library district is certainly not a unique idea. Library districts have been being created for decades. Almost 50% of Idaho is already within a library district (see map, below), and most of the rest of the nation is already functioning under library districts. Many of these existing districts are also of similar size to the one which we are proposing. The transition from city-funded libraries to district libraries need not be difficult, and usually isn't.
The Idaho Commission for Libraries publishes a yearly statistical report. It's a lot of good information, especially if you want to compare one library to another! They have not yet published their results from 2017, but 2016 is available!
The proposed county-wide district would include a population of 22,896 residents. There are three existing districts that serve similar-sized populations:
Based on the budget figures that these comparable districts have provided to us, it appears that a district of our size would not need to levy the full amount legally allowed. I have hyper-linked the above list so you can browse the services that these districts offer.
