Well, Payette residents, we're not sure what to tell you. When the first petition to create a library district was submitted to the Payette County Commissioners, the Payette City Council and the Payette Mayor were vehemently opposed to the idea and requested of the county commissioners that the residents of the City of Payette not be allowed to vote on the matter.
We have attempted numerous times to present information to the Payette City Council and to the Payette Public Library Board of Trustees. Our invitations were declined.

Ultimately, Idaho State Law gives the legal obligation to the Payette County Commissioners to decide who will vote or not be allowed to vote when the election comes. Even should the Payette City Council object to allowing Payette City residents to vote, the Payette County Commissioners could still allow the Payette City residents to vote, against the wishes of the Payette City Council. Payette has had great success with the Payette Public Library as the cornerstone of Central Park. The 2010 Payette City bond, which expanded the library structure, included two large public restrooms that face the park. Against the south wall of the library sits a public-access amphitheater, constructed through charitable community donations through the library shortly after the completion of the expansion to the building.
Our proposal with the City of Payette is to request that they deed the current structure (and contents) to the District or to create a lease agreement, in the circumstance that the City wishes maintain ownership of the structure.
The District will continue to maintain the building as a welcoming destination, regardless of who holds the deed.
