Current City Budget earmarked for the Armoral Tuttle Library (2017-2018):
New Plymouth’s library, the Armoral Tuttle Library, currently shares somewhat cramped quarters with the City Council chambers. While it is wonderful that the library exists, and has a wonderful part-time staff, the district will allow for more room, more resources, and more staff.
Our proposal with library services in or near New Plymouth would be to relocate the library to a location more suitable to children and young adults to spread their wings. Partnerships with the city council and private entities may provide for an opportunity to create a new park, or multi-use structure that could include other community services, such as park & recreation, a senior center, or similar facility.
The intention would be to make the Armoral Tuttle Library a destination that increases the property value in the surrounding areas. In 2002, New Plymouth’s Comprehensive Plan suggested an emphasis on “public spaces and buildings as focal points for community development.” A new library, more appropriately placed, would certainly become a focal point.
The city council heard a presentation regarding the creation of a library district and how it would effect the residents of New Plymouth. We would be happy to provide it again, or as a "Town Hall" type gathering, such as happened in Fruitland in August of 2018.

Concern was expressed regarding what would happen to its current name. In short, nothing. It would not be inconsistent with other Districts for each library within the district to bear a unique name that is meaningful to that community. If the New Plymouth community chooses to continue to honor Ms. Tuttle, the District Board of Directors would likely have no objection.
