Non-incorporated residents are all those who live within the county lines, but outside of any city boundaries.

The Payette (City) Public Library reported $7,000 in non-resident fees in 2017. While we have no way of knowing how many of them were residents of another city or how many of them were residents of unincorporated areas (because library records are confidential), we can assume that the majority of them are from the unincorporated areas surrounding Payette City. That comes to 328 non-residents choosing to purchase their library services.
This tells us that there is already a demand for library services beyond the city limits of Payette and New Plymouth (the only two cities that fund a library department).
The district funding will provide for at least a library facility in (or near) New Plymouth and in (or near) Fruitland. Depending on lease agreements, it is likely there will also be funding for a third branch to serve the county residents either near the City of Payette or the area south towards Parma.
