The Payette County Library District doesn't actually exist. In theory, it would encompass everything within Payette County, including New Plymouth, Fruitland, and Payette.
After much discussion between 2016 and 2018, an attempt was made to put it on the ballot, but the City Council of Payette refused to cooperate - or even allow it to be discussed at a council meeting.
Currently (2018), the City of Payette taxpayers cover the entire cost of the Payette Public Library - to the tune of over $300,000 a year. The City of Fruitland has no public library, but its residents are welcome to purchase out-of-city library cards at the Payette Public Library, or at the Armoral Tuttle Public Library, which occupies one room in New Plymouth's City Hall building.
Individually, the two libraries in our county are adequate, and certainly better than nothing. However, a Library District would be more efficient, while at the same time offering services to almost three times the number of people that currently have access.
