The concept (and most efficient method) is for the library district to encompass the entire county, including the three cities within the county lines. This would allow any resident anywhere in the county to access any of the library services, anywhere in the county. It is a great system for efficiently sharing resources.
The Payette City Council and the Payette Mayor have expressed their desire for the City of Payette residents to not participate in the library district. Ultimately, the decision of what to include in the boundaries is legally in the hands of the Payette County Commissioners. If the residents of the City of Payette wish to participate in the vote, and the resulting library district, they will need to express their concerns to both the Payette City Council and the Payette County Commissioners.

The Fruitland City Council and the New Plymouth City Council both heard an overview presentation of what a library district would function, and how it would effect the residents of those cities. Neither city council raised any objections, and are willing to allow their residents to vote on the matter.
The question remains - Where will the new library branches go? It would be reasonable and within the budget to find the Armoral Tuttle Public Library (in New Plymouth) a new home in or near New Plymouth; perhaps something a bit more spacious and more suited to the coming technology.
