The light blue labels are the top level navigation. 1.0 - 5.0 are the labels that will appear on OPL's header navigation bar on every page. When a user hovers on a label, a screen-width dropdown will appear.

The subcategories* (ie 1.1 WELCOME, 1.2 VISIT) will display across the top of the dropdown frame, and items will appear in lists below each category (we'll see those items on the next few slides).

*The subcategories of 0 (0.1, 0.2, etc) have a standard placement in BiblioWeb in the top right corner of the browser window.
