What is a Funding, or Contractual, Budget?

Every contract in the DECE Birth-to-Five system has a maximum contractual payment amount and an agreement about payment terms, basically how the money will be paid out, in response to what and in exchange for what. The Funding, or Contractual, Budget is how the DOE works with providers to set those terms. For most providers those terms are primarily driven by a cost per slot and a set amount of slots.
