Description: Removal of louvered shutters and installation of board and batten shutters at a Non-Contributing rated, two-story, single-family residential building.
HDLC Guidelines:
Section 8, Pages 14-15, Guidelines for Windows and Doors
Louvered shutters - generally approved for new construction projects and commonly found on mid to late nineteenth-century styles such as Greek Revival and Italianate.
Batten shutters - generally appropriate for pre-1840s buildings.
Staff Recommendations:
709 Mazant Street is a traditional-stylized two-story infill residential building completed in 2016. The HDLC approved drawings (see below) included the installation of louvered shutters at the front façade of the building. The HDLC Architectural Review Committee (ARC) typically recommends the use of louvered shutters for new construction projects as they are the most appropriate shutter option for traditional designs. Upon completion, 709 Mazant included louvered shutters at the front façade.
Recently, the louvered shutters were removed and a permit application (#22-21336) was submitted for the installation of batten shutters. Per the HDLC guidelines, louvered shutters are, "generally appropriate for mid to late 19th century styles," and batten shutters are, "generally appropriate for pre-1840 buildings." Given that louvered shutters best fit the style of the infill building and batten shutters are reserved for the city's oldest buildings, Staff could not approve the stylistically inappropriate shutter. The applicant has appealed this decision to the HDLC Commission for review.
