Description: Retention of demolition of more than 50% of the exterior wall structure and more than 25% of the historic materials on the primary façade of a Contributing rated, two-story, commercial building in deviation of building permit.

Staff Recommendations:

FEMA survey and Sanborn Map research indicates the building was constructed in 1925 and first appears on the 1929 Sanborn Map. The two-story, corner store appeared to have retained its original scale, massing, footprint, and most of its wood windows. The applicant originally submitted a building permit application for the renovation of the existing building that included siding, roofing, drywall, insulation, and painting. At the time of issuance, the proposal did not include any structural work and did not require review by the HDLC. The non-structural building permit was issued on June 6, 2022. On August 12, 2022 an HDLC STOP WORK was posted, as all four exterior walls had been reframed and all of the historic material on the front façade removed. It is unclear if the historic wood windows remained on the primary façade of the building, as they have not been visible since 2011. However, the openings have been reframed to a different size and location than previously existed. As the partial demolition has already occurred, Staff recommends that the retention be granted and a moderate fine be levied. The retention application was submitted August 24, 2022, placing this application under the new retention fees.
