Description: Demolition of more than 50% of the roof structure of a Contributing rated, one-story, single-family residential building for a camelback addition.

HDLC Guidelines:

Section 12, Pages 23-24 of the Guidelines for New Construction, Additions and Demolition, state that the demolition of all or portions of historic resources within a local Historic District or Landmark site are considered drastic actions since they alter the character of the area. Once historic resources or buildings that contribute to the heritage of the community are destroyed, it is generally impossible to reproduce their design, texture, materials, details and their special character and interest in the neighborhood. As a result, the HDLC rarely considers the demolition of Significant or Contributing buildings or structures within a local Historic District or on a Landmark site to be an appropriate option.

Section 12, Page 12 of the Guidelines for New Construction, Additions and Demolition, state that traditionally designed camelbacks at wood framed shotgun buildings are not subject to the review requirements for rooftop additions, however, they must be compatible with the existing building. The second story of camelbacks were traditionally set back at least two rooms from the front elevation.

Staff Recommendations:

Constructed ca. 1890, 530 South Scott Street is an L-shaped single shotgun residential building with Eastlake stylization at its front façade. Although the building's side porch was enclosed at some point, many original architectural details remain. A proposed camelback addition to the residence requires the demolition of more than 50% of the existing roof structure. As per the HDLC guidelines for additions and demolition, the second story of camelbacks must be set back at least two (2) rooms from the front elevation. Two (2) rooms within the existing floorplan would be approximately 29' 5". Staff recommends that the application be deferred for more time for the applicant to revise the proposed drawings to reflect the HDLC guidelines.
