Staff Recommendations: 

The one-story corner store facing Laurel St first appears on the 1896 Sanborn map, while the two-story addition facing Ninth St first appears on the 1909 Sanborn map, both within the period of significance for the district. The proposed solar panel layout includes 8 panels that are on the two-story, Ninth St facing portion of the building. Under the new solar panel Guidelines, all of the other proposed panels can be approved at staff level, the only panels that require Commission approval are the street facing panels. 

The panels would be highly visible and due to the orientation of the gable roof and the entrance door on Ninth St, the panels would read as though they are on the front of a building. For this reason, Staff recommends denial of solar panels being installed at the street facing slope.
